Jim Chookagian, NF3L, AEC/DACSO for Training has been working with the County to set up Knowledge Center (KC)training. KC is the web based product that the county uses for emergency management communications and logistical tracking. It is used for everyday emergencies to wide scale countywide or regional events in the five county area of Southeastern PA.
We have been confirmed to receive this training once again (was given in July 2009) as part of our Saturday, March 13, 2010 meeting at the Eagleville EOC. The training starts promptly at 10AM. We ask that you be at the EOC by 9:50AM so we can start promptly. The training will be provided by Kris Mattson, the Exercise/Training Coordinator for Montgomery County Department of Public Safety.
This training was offered in July, 2009 but since we have had such a successful influx of new members into MCAR we have arranged for it again. This will be the only training for KC offered this year so please plan to attend. It is essential that everyone have a basic understanding of KC, its use by the county and how we use it during activations and call ups The General Membership meeting will be held after the KC training.

The work party scheduled for 2/13 was postponed due to the activation of MCAR from Feb 9-11.A new date will be picked sometime in March or April.Please stay tuned to the weekly 2 meter nets and the email reflector for more information.
As you all know our county and the Philadelphia area was hit with a historic weather situation with two massive snow storms affecting our area within 4 days!The first produced 12-20 inches of snow on February 5-6.The second a bigger storm which was a blizzard impacted even greater areas and brought 14-23 inches of snow to Montgomery County on top of the Saturday snowfall!Here is a synopsis of the first MCAR call in over five years that occurred from February 9-11, 2010.
On Tuesday, February 9, 2010 at 2:30PM Bill WM3L EC/ASCO was contacted by Scott Mickalonis, Deputy Director of Emergency Management for Montgomery County to activate MCAR in response to the approaching Blizzard that was ready to impact our county.Bill consulted with AEC/ACSDO Doug W3CF and within 45 minutes had the activation announced and began the Resource Net with Doug W3CF as NCS.Later NCS for the Resource Net was run by Nate N2ADD until the start of the tactical net.
At 7:15PM Bill WM3L reached the EOC with Dave N3KSR who volunteered to help staff the EOC on location as well.WM3L set off the pagers and started the tactical net after checking in with Chuck Hodges who was working at the Watch Desk for the evening and overnight hours for the County.Shortly thereafter, Doug W3CF, Joe AA3JC, Guy WA3JZN, and later Jim KJ3P helped staff the RACES room at the EOC.While in the room Bill WM3L ran the tactical net, Doug W3CF entered information into the County Knowledge Center platform, and the other members worked on various assignments as given out by WM3L.
At 11PM Doug left the EOC for home, and WM3L left the EOC at 11:30PM.The other remained and Jim KJ3P picked up the NCS duties from the EOC.Around 1AM, Mark KB3HIY came to the EOC to carry on the NCS duties which he did through the overnight.WA3JZN, KJ3P left the EOC after serving for several hours, and Joe AA3JC left at 4:30AM.KB3HIY ran the net until about 11:15AM and I want to thank him on behalf of MCAR for his tremendous efforts!Lou WX3I relieved him for NCS duties.
Lou, ran the tactical net and several Skywarn nets until 5:30PM.Around 9:30AM a call came from Upper Merion Township for the request of one RACES member to come to the township EOC to assist with communications to the county.Ned, WQ3Z stepped forward and braved the snow to go and assist and arrived on location at 10:55AM.Many thanks to Ned for his service!Upper Merion released Ned at 12:30PM and he then headed to the EOC to help Lou WX3I and give him a break.Ned took over NCS duties for a time as well.Ned went home in the afternoon and Lou left at 5:30 after speaking to WM3L via cell phone.WM3L then relieved Lou and ran the net from his home station in Skippack Township.At 6:30PM, Nate N2ADD again assisted and ran the net from about 6:35 until 10PM.
At this time, the county informed us we could go into a standby posture.With that WM3L suspended the tactical net at 10:03PM.At 7:08AM Thursday 2/11 WM3L was informed the activation could conclude.
WM3L would like to thank everyone who participated in this event.Whether you staffed the EOC or participated from home your help is greatly appreciated.I received a big thank you from county for our involvement.Luckily we did not need to staff each township EOC but we were called upon and MCAR rose to the challenge.This was the first formal activation in over five years.Many of our newer members also stepped up and contributed in a big way!Thank you to all who for being there.It was an excellent display and everyone single one should be very proud of your performance!
Please find attached the 2 and 6 meter net logs for the nets held on 2/4/10 on 146.835 AA3E repeater and on the 53.41 PARA repeater. We had a total of 21 voice and 13 Winlink check ins for an overall total of 33 check ins for 2 meters. On 6 meters we had a total of 7 check ins. Thanks to Mark KB3HIY and Bob W3ZQN for running the nets.
